Updated guidance for North Atlantic Services


Dear Port Agents,

This guidance has been revised to update US contact information and show updated consignment instructions for Mediterranean routing.

Attached are two updated listings of carriers approved to ship cargo under the ISA / North Atlantic Services Service Contract. One list is for carriers approved for the North Atlantic ports serving Germany, Belgium, The Netherlands and the UK. The second list is for carriers approved to coload for countries in the Mediterranean areas. NOTE: Just because a carrier is approved in the North Atlantic list does not mean that this carrier is approved by NAS in the Mediterranean.


Please be sure to discard your previous listing and use the listings attached which are effective September 10, 2009. These lists are currently available on the website http://www.nas.gosselingroup.eu/.


IMPORTANT:

TSP's must be on our approved Co-Load List and be a member of ISA (International Shippers Association) in order to ship vanpacks in NAS containers. If you have cargo for carriers that are not on our approved Co-Load List, you must receive pre-approval in writing from our office before approving the delivery to the pier. If NAS does not give pre-approval and a shipment is loaded on a vessel, the origin port agent will be held responsible for any unpaid ocean freight charges.

I. OBL instructions

IMPORTANT: Any container loaded with less than 1900 cft. to any destination must be approved prior to shipping. Report the shipment to NAS including the SCAC, cube and net weight. It will then be determined if the carrier will be subject to a surcharge which must be approved by the carrier in writing (emails will be accepted) prior to shipping.

A. North Atlantic Cargo

  1. Shipper should be North Atlantic Services as agent for ISA, C/O Majority Carrier
  2. Consignee should be Port Agent with majority of total cube in container (not majority carrier)
  3. Also Notify should be Port Agents for other carriers in the container
  4. Description block should include: Container & Seal No., GBL number, Last name and First name, SCAC, pieces of total pieces, gross lbs., net lbs and cubic feet
  5. VERY IMPORTANT: In the body of the description should be the wording:
    “Freight payable by North Atlantic Services, N.V. in Antwerp, Belgium under terms of Service Contract TAAFLO/ISA SC09-02”
  6. Shipment of 20’ containers must be authorized in advance.

ANTWERP CONSIGNMENTS

All shipments to Antwerp must be consigned as follows:

When shipping to Antwerp via Maersk or APL, the "Port of Discharge" is Rotterdam, and "Place of Delivery" must be Deurne. The Hapag Lloyd "Port of Discharge" should be Antwerp and "Place of Delivery" is Deurne.

BREMERHAVEN CONSIGNMENTS

This applies only for shipments that previously had to be consigned to Phoenix Transport in Bremerhaven. Since Phoenix Transport has been closed on Dec 31, 2008 we have taken some alternative steps to still have a small presence in Bremerhaven should we occasionally need to handle shipments that arrive via Bremerhaven by mistake or as result of a co-loading situation.
Should a shipment still be routed to Bremerhaven, then please make sure that it's routed and consigned as follows:

Other freight normal rules apply: consignee of carrier with majority of freight in each container, notifi party, portagent of each respective TSP that was coloaded in same container.


B. Mediterranean Cargo (Spain, Italy, Sicily, Sardinia, Turkey, and Greece)

  1. Italy, Sicily, Sardinia
    Please show Med Services Overseas LTD c/o majority TSP followed by the address of this TSP as the shipper on every OBL for Italy, Sicily and Sardinia and please include the annotation “Freight Prepaid by Med Services Overseas LTD and Shipped Under TAAFLO SC 09-01.”

    Northern Italy (Vicenza, Aviano and Livorno):
    Effective immediately, please advice that Northern Italy freight may be booked for the port of Genoa either APL, Maersk or Hapag Lloyd.

    Please check with the ocean carriers for your respective cut-off days/times.

    Consignee should be:

    Notify Party should be:
    TIE Port Vicenza, Via Dell’Arsenale 22, 36100 Vicenza, Italy

    Port of Discharge should be shown as Genoa.


    Southern Italy (Naples, Rome, Sicily and Sardinia):
    Book with Maersk on MECL 2 service → is only American Flag every other week.

    Consignee should be:
    Pasha AG c/o Massimo Grioni, Via Milano 13, 22074 Lomazzo (CO) Italy

    Notify Party should be:
    TIE Port Naples, Via Brecce A.S. Erasmo 114, 80146 Naples, Italy.

    Port of Discharge to show Naples.

    BE SURE TO SHOW NAPLES AS THE PORT OF DISCHARGE FOR SOUTHERN ITALY FREIGHT ONLY AND GENOA AS THE PORT OF DISCHARGE FOR NORTHERN ITALY FREIGHT. DO NOT MIX NORTHERN & SOUTHERN FREIGHT IN THE SAME CONTAINER. OTHERWISE THE ITGBL CARRIER WILL BE CHARGED FOR EXTRA LINEHAUL.

    Please do not load less than 1900 cft in each container. If you have a problem, please contact this office.

    Please email a copy of each pre-advice OBL with corresponding GBLs as soon as each container is loaded, complete with total shipment weights and piece breakdowns to North Atlantic Services to TomF@North-Atlantic-Services.com and PatrickV@North-Atlantic-Services.com with cc to TimN@govlog.be.     Please call this office if you have consolidation problems or issues with the steamship companies or any questions regarding movement of your cargo. If you receive notification of a rolled containers or other delays, forward that information to us.

    If your freight departs from a port other than your own and is in jeopardy of missing it's RDD, please request trucking from the steamship company rather than transport by rail or barge

    MOTORCYCLES !!

    If your shipment contains a motorcycle, it MUST be listed on the gbl and the obl (make, model and serial number). Please check to be sure your carrier has sent the title and/or registration for the motorcycle. Otherwise, the container will be held by customs in Italy.

  2. Spain, Portugal, Crete, Greece and Turkey
    Please show Med Services Overseas LTD c/o majority TSP followed by the address of this TSP as the shipper on every obl for Spain, Crete, Greece or Turkey and please include the annotation “Freight Prepaid by Med Services Overseas LTD and Shipped Under TAAFLO SC09-01.

    Spain:
    Book via Maersk on MECL 2 service.

    Port of Discharge is Algeciras.

    Consignee should be Minian. Notify Party should be the actual destination agent in Spain for each ITGBL Carrier (if other than Minian).


    You must still send over FF waiver requests for any FF Maersk vessels. Please send over via email to Cindy Harper at Med Services and she will forward for approval to SDDC and returned per email to you with control numbers to be listed on your forms.

    Crete, Greece, Turkey:

    Book via Maersk on MECL 2 service.

    Turkey, book with either Hapag Lloyd or Maersk.


    Port of Discharge for Crete should be Iraklion. Port of Discharge for Greece should be Piraeus. Port of Discharge for Turkey should be Izmir.

    Consignee should be agent whose ITGBL Carrier has the majority of freight in the container. Notify Party should be the actual agent for each ITGBL Carrier (if different from the consignee).

    Turkey - consignment instructions

    Portugal:

    Book with Maersk MECL 2.

    Consignee should be agent in Portugal of carrier with majority of freight in the container; notify party should be the actual agent for each container.

    General remarks:

    For Italy freight, please do not load less than 1900 cube in every container. If you have a problem please contact us. Cube requirement is up to your carriers for outer-area ocean freight so please contact them directly for authorization to load short or to load a 20’ container.

Email a copy of each pre-advice obl with corresponding gbl’s as soon as each container is loaded, complete with total shipment weights and piece breakdowns to North Atlantic Services email TomF@North-Atlantic-Services.com and PatrickV@North-Atlantic-Services.com with cc to TimN@govlog.be. You may also at (410) 510-1155 or (281) 749-8252. If you are loading a partial shipment, please make sure gbl sent to us reflects weights and pieces for the whole shipment

Call us if you have issues with the steamship companies or any questions related to the shipment of your cargo.If you receive notification of any rolled containers or other delays, please also forward that information to us. If your freight departs from a port other than your own and your freight is in jeopardy of missing it’s RDD, please request trucking from the steamship company rather than transport by rail or barge.

If you have an RDD issue, please remember to forward by email to OMS cc NAS a foreign flag waiver request for each shipment in jeopardy so that SDDC can be contacted for the approval. If you utilize a Foreign Flag vessel, please forward a copy of the waiver showing the SDDC control number with the rest of your pre-advise documents to OMS cc NAS.

II. OBL and GBL Copies

As a reminder to above instructions, please fax a copy of the Pre-Advice Manifest together with the gbls immediately after you have loaded your containers. Please be sure that your gbl includes the breakdown of the shipment into pieces, weight and cube. If a Pre-Advice is not received from the origin port agent and ocean freight charges cannot be collected from the carrier the origin port agent will be held responsible for unpaid ocean freight charges. For your convenience we have the following email and fax numbers available for obl and gbl distribution. Please do this for both North Atlantic and any North Atlantic carriers that are shipping with Med Services.

III. OBL Corrections and Vessel Rollover

Further reminder to above instructions; if there are any obl corrections or you are notified of any vesserollovers, please send corrected obls/preadvices and rollover information to one of the numbers listed in section II above. This is very important to be able to stay on top of freight flow and help ensure RDD’s are met and ITGBL carriers are protected with TQAP.

IV. Website Documents

On GovLog website http://194.78.180.99/Login.asp there is a Military Tracking System. In this system we have made available all documents related to each gbl. It is possible that you can retrieve ocean manifests, 1252’s, 30-3’s, etc for shipments related to your customers. You may contact us to gain access to this tracking system for your customers so that you may reprint documents should it ever be needed.
